Sorsogon City, July 29, 2025 – The Schools Division Office (SDO) of Sorsogon City has taken a significant step toward strengthening gender equality in education with the approval of Division Memorandum No. 238, s. 2025, which formally reconstitutes the Division Gender and Development (GAD) Focal Point System (GFPS).

Grounded in the mandates of the Magna Carta of Women (RA 9710), Schools Division Superintendent William E. Gando, CESO VI, leads as the GFPS Chairperson, with OIC-Assistant Schools Division Superintendent Angelou B. Pura as the Head of the Technical Working Group. George D. Paguio was named the Division GAD Focal Person.
Committee heads were also appointed to lead specific GAD focus areas:
- Florena M. Deuna – Training, Advocacy, Physical Fitness, and Mental Health
- Elena D. Hubilla – Internal GAD Audit
- Natalia D. Son II – Personnel and Gender Welfare
- Arnel Dominguiano – Budget and Finance
- Atty. Rhea Olayres – Protection and Gender Issues
- Francis Lanuza – Database and Web Development
- Josephine Cochico – Secretariat
The reconstitution is part of the Division’s flagship “The Village Program,” contributing to the national vision of a “Bagong Pilipinas” by promoting inclusive, bias-free educational environments.
District Supervisors were directed to guide all schools in forming their own GFPS, ensuring alignment with the Division’s GAD efforts and national legal requirements.
Immediate compliance and dissemination of the directive were ordered to ensure swift implementation at all levels.
